Dhaka, November 26, 2018: With the success of the distribution of stipends to the primary schools of all over the country through Mobile Banking, the Ministry of Primary and Mass Education signed the agreement with Rupali Bank Limited for the current fiscal year. For the last two financial years, the disbursement of stipend has been successfully completed through the mobile banking of Rupali Bank Limited. Honorable Minister of Primary and Mass Education Ministry Advocate Mostafizur Rahman, MP, was the chief guest at the signing ceremony. Primary Education Directorate joint secretary, planning and development director Mr. Enamul Quader Khan and deputy managing director of Rupali Bank Mr. Morshed Alam Khandaker signed on behalf of their respective organizations.

Abu Taleb and other senior officials were present at that signing ceremony.
Primary and Mass Education Secretary M Akram Al Hossain said, "This is the largest payment digitalization project in Bangladesh. This payment digitalization has created a huge database of students from the beginning of this project in 2017. Besides the stipend disbursement of the school, these data can be applied to find out how many students are in a school, how many passes, how many books will be required, which schools need to be given priority for the development.
In the meantime, the mobile banking account of 15 million households has already been opened under this project and the levy of money is being provided. In the financial year 2017-2018, more than 1255 crores of money has been distributed directly through Rupali Bank SureCash account of about 10 million mother of more than 13 million students. Mothers are receiving the money of stipend while sitting in the house. They do not need to go remote places to receive money and not wasting time leaving their household work.
Director General of Primary Education Dr. Md Abu Hena Mostafa Kamal said, "The opacity of the money disbursement has been removed due to the payment through mobile banking and the government's money has been saved. Apart from this, all students of all the municipalities, as well as the upazilas, are being given the stipend benefit from the last fiscal year.”
Managing Director and Chief Executive Officer of Rupali Bank Limited Ataur Rahman Prodhan said, "We are giving effort to reach out to the marginalized people of the country to provide modern financial services. We are working with government’s different banking digitalization schemes through our mobile banking service."
Dr. Shahadat Khan, chief executive officer of SureCash, said, "Rupali Bank and SureCash have been working together to implement the distribution of this stipend program. Our mobile banking software is designed and monitor by youths of this country. "
